There are many legends about Liu Deng's army circulating in Shilin Town in the mountain area of Hebi City. On June 10, 1947, Liu Bocheng and Deng Xiaoping convened a meeting of commanders of the Shanxi-Hebei-Shandong-Henan field army columns here (referred to as the "Stone Forest Conference"), which conveyed the important strategic decision of the Party Central Committee and Chairman Mao on the strategic defense turning to strategic offense. Shortly afterwards, Liu Deng's army crossed the Yellow River and leaped thousands of miles into the Dabie Mountains, bringing the war of liberation into an important turning point.

However, such an important conference, due to the lack of historical records, has been little known. In recent years, with the central government attaching great importance to red tourism and the development of mass line education practice activities, the mountain city government actively excavated red tourism resources, and vigorously restored the old site of Shilin Conference, which added a bright color to the development of red tourism in Hebi City.
