The old site of Shilin Conference is located in Shilin Town, Shancheng District, Hebi City. On June 10, 1947, Liu Bocheng, Commander of the Shanxi-Hebei-Shandong-Henan Field Army, and Deng Xiaoping, Political Committee, convened a meeting of heads of columns here. They studied the plan of forcing the Yellow River, advancing into the Central Plains and leaping thousands of miles into the Dabie Mountains, sounded the clarion call for the strategic offensive of the liberation war, and opened the prelude to the liberation of China as a whole.

In June 2006, it was named the fourth batch of provincial cultural relics protection units by the provincial government, and in June 2008, it was listed as a red base in Henan Province; in September 2016, it was listed as a demonstration base of patriotic education in Henan Province by the Propaganda Department of the provincial Party committee; in December of the same year, it was appraised as a national Red Tourism classic scenic spot by 14 ministries, such as the National Development and Reform Commission, the Ministry of Pu He was awarded the fourth batch of Party History Education Bases of Henan Province in 1998. In 2018, it was rated as the 3A class tourist attraction in China.
